No Legal Way to Pass a Bike

Given the roadway infrastructure, a bicycle riding in the middle of the lane leaves no room for a vehicle of any size to pass legally. The California 3 Foot Law requires at least 3 feet of space between a vehicle and bicycle. The California Vehicle Code prohibits using the center turn lane for passing.
