In late 2021, staff submitted grant applications to the Association of Bay Area Government (ABAG) for several projects. One of those projects included the development of a design to the original concept initiated by the City’s PBAC to install Class 2 and Class 4 bicycle facilities on Bridgeway between Princess St. and Richardson St. On October 8, 2021, staff received an email notification from ABAG representatives that the grant was awarded to the City of Sausalito in the amount of $67,214 for the development of the design only. The City received the signed agreement from ABAG in late fall of 2022. On May 24, 2022, the Sausalito City Council authorized the City Manager to execute an agreement with ABAG for the project in the amount of $67,214. The City received the signed agreement from ABAG in the late fall of 2022 and issued a Request for Proposal from qualified consultants in January 2023.

On March 14, 2023, City staff received one proposal from Parisi Transportation Consulting, a division of Parametrix, in the amount of $129,682. On April 11, 2023, staff requested that the City Council of the City of Sausalito adopt a resolution authorizing the City Manager to execute a professional services agreement with Parametrix Inc. to develop a design for the referenced project. At that time, the Council continued the item and requested clarification on several items and requested that the original design consultant scope be amended to address the Council’s concerns. The original scope was modified to require the consultant to develop conceptual design alternatives and develop a study of the area to determine what improvements are possible on this section of roadway. ABAG had no objection to this change in scope and agreed to fund the work proposed by the City. Parametrix’s scope of work was modified to meet the project budget of $67,214 and comprised 8 tasks including the review of parking, truck delivery and traffic conditions, development of a preliminary curbside operations plan, and meeting with stakeholders. Parametrix’s scope does not include the development of a design or the implementation of alternatives. Per the limited scope, the City Council presentation was to serve as the final report; however, Parametrix offered to develop a final project report, which is included as an attachment.

In the fall of 2022, staff submitted three applications for One Bay Area Grant Funding Cycle 3 (OBAG3). Staff was notified in February 2023 by the Transportation Authority of Marin (TAM) that the Metropolitan Transportation Commission (MTC) authorized $504,600 for the construction of the Bridgeway Bike Lane Project – Princess to Richardson. OBAG3 funding was not awarded to the other two projects submitted by the City. The original project application details the installation of Class 2 bike lanes on each side of the road, the installation of a new crosswalk at the Golden Gate Market, and microsealing the surface placed over the entire road including the center lane. No formal grant documents have been signed for the OBAG3 grant.

Staff have been communicating with our contacts at MTC regarding the OBAG3 construction funding for the project. MTC originally requested a Resolution of Support be submitted by January 1, 2025. At that time, City staff requested and received approval from MTC to allow the City until the end of February 2025 to determine if it wants to pursue the original plan.

On January 28, 2025, the City Manager forwarded a letter to our MTC representative asking if the assigned OBAG3 funding could be utilized to make safety improvements along this section of Bridgeway such as the installation of mid-block crossings and restriping. On February 5, 2025, MTC responded to the City’s inquiry noting that the funds cannot be used for another project that was not originally approved by MTC, even if it is within the same corridor.

In addition, on January 28, 2025, the City Manager requested a 6-month extension to file the Resolution of Support to MTC, and on February 5, 2025, approval was granted to extend to August 2025.

Funds Must Be Used for Bridgeway Between Princess and Richardson

The OBAG 3 award for the City of Sausalito’s Bridgeway Bike Lane Project – Princess Street to Richardson cannot be transferred to another project. If the City decides not to proceed with the awarded project, MTC will reprogram the OBAG 3 funds to project(s) on the County & Local Program contingency list.

Future Funding is at Risk

Further, any return of OBAG funding from non-acceptance or failure to comply with
OBAG3 requirements would potentially impact Sausalito’s future funding opportunities administered by MTC. It is highly unusual to return funds and could be interpreted as a failure to deliver the project.
